Memorial Day is the US federal holiday observed on the last Monday of May, honoring those who died in military service. It is one of 11 federal holidays under 5 U.S.C. section 6103, originally established as Decoration Day in 1868.

The one-line summary

US federal holiday on the last Monday of May honoring US service members who died in military service. Originated as Decoration Day in 1868; moved from a fixed May 30 to the last Monday under the 1968 Uniform Monday Holiday Act.

Civil War origins and the multiple firsts

The day has multiple competing firsts. The earliest recorded observance is generally identified as May 1, 1865, when formerly enslaved people in Charleston, South Carolina held a ceremony at the Washington Race Course, which the Union Army had used as a temporary Confederate prisoner-of-war camp. The dead had been buried in unmarked graves; freed Black laborers reburied them properly and held a parade. After the war, the principal date of spring grave-decoration spread through the South as a Confederate commemoration, with women's groups placing flowers on soldiers' graves. By 1868 these regional observances had converged on May 30.

On May 5, 1868, the Grand Army of the Republic, the Union veterans' organization, designated May 30 as Decoration Day and called on the nation to decorate with flowers the graves of comrades who died in defense of their country. General John A. Logan issued the official order, and the first major ceremony was held that day at Arlington National Cemetery. The earliest state recognition came in 1866 in New York and several midwestern states.

Spread through the 19th century

By 1890 every northern state had officially recognized Decoration Day; the South recognized it separately and often on a different date (Confederate Memorial Day in Mississippi, Alabama, and Georgia continues to be observed on the fourth Monday of April). After World War I the focus broadened from Civil War dead to all US service members who died in any war. In 1954 Congress renamed Decoration Day to Memorial Day and removed the explicit Civil War framing.

Origin and the 1968 Uniform Monday Holiday Act

Memorial Day originated as Decoration Day in 1868, declared by the Grand Army of the Republic (the Union veterans organization) and proclaimed by General John A. Logan. The date chosen was May 30, an unofficial date that had been used for spring decoration of Civil War graves in both Union and Confederate communities since 1866.

The original focus was the Civil War dead, but the day expanded after World War I to honor all US military dead. Congress moved the date from fixed May 30 to the last Monday of May in 1968 (effective 1971) as part of the Uniform Monday Holiday Act, creating three-day weekends for federal holidays.

The National Moment of Remembrance

In 2000 Congress passed the National Moment of Remembrance Act, which asks Americans to pause at 3:00 PM local time on Memorial Day for one minute of silence. The act was a response to the observation that Memorial Day had become commercially dominated by the long weekend, car sales, and cookouts. The moment is observed at federal events and at many corporate offices; the Amtrak locomotive fleet sounded a horn at 3:00 PM on the first observance.

How it is observed

Morning: flag placement at veterans cemeteries (most famously at Arlington National Cemetery, where the President or Vice-President traditionally places a wreath at the Tomb of the Unknown Soldier). Midday: parades in most US cities, with the largest in Washington DC, New York, and Chicago. Afternoon: family gatherings, cookouts, beach openings, regarded informally as the start of summer. The National Moment of Remembrance is observed at 3:00 PM local time by Congressional designation.

The Indianapolis 500 has been held on the Sunday of Memorial Day weekend since 1911, and is the largest single-day sporting event in the world by live attendance (roughly 300,000). NASCAR's Coca-Cola 600 runs the same day in Concord, NC, making the Coca-Cola 600 / Indianapolis 500 double a Memorial Day Sunday tradition.

Memorial Day is one of 11 federal holidays under 5 U.S.C. section 6103. Federal employees, USPS, the Federal Reserve, NYSE, NASDAQ, and most banks close. Most schools and many businesses close. Retail is largely open and runs large sales events.

Where it is contested

Memorial Day itself is broadly accepted. There is an ongoing public health debate over the timing of Memorial Day weekend, which the National Highway Traffic Safety Administration and the CDC have repeatedly identified as the deadliest driving weekend of the year, due to crashes involving alcohol and fatigue.

Several veteran and civic groups have campaigned to restore the fixed May 30 date, arguing that the floating Monday has eroded the solemn purpose of the day. The Veterans of Foreign Wars (VFW) has historically supported the original date. None of these proposals has gained congressional traction.

In other countries

Most countries observe a day honoring war dead, but on different dates tied to their own histories: Canada observes Remembrance Day on November 11; the UK observes Remembrance Sunday (second Sunday of November); Australia and New Zealand observe ANZAC Day on April 25; France observes Armistice Day on November 11. The May timing of US Memorial Day is unique.
